We are seeking an experienced Engineering Manager to lead the design, development, modernization, and support of Communications Surveillance platforms within a global Capital Markets environment. The role involves managing engineering teams responsible for building and enhancing surveillance solutions that monitor electronic communications across multiple channels to meet regulatory, compliance, and conduct risk requirements.
The successful candidate will work closely with Compliance, Surveillance Operations, Risk, Legal, and Business stakeholders to deliver scalable, resilient, and regulatory-compliant technology solutions. This role requires strong technical leadership, delivery management expertise, stakeholder engagement capabilities, and a solid understanding of surveillance technology within financial services.
Lead and manage engineering teams responsible for Communications Surveillance platforms and related services.
Drive the technology roadmap, platform modernization initiatives, and architectural improvements.
Manage end-to-end software delivery across requirements analysis, design, development, testing, deployment, and production support.
Partner with Compliance, Surveillance, Risk, and Legal teams to deliver solutions that support regulatory monitoring and conduct risk controls.
Deliver enhancements to surveillance workflows, alert generation, investigation capabilities, and case management processes.
Ensure platform stability, scalability, performance, security, and operational excellence.
Drive adoption of engineering best practices including Agile delivery, DevOps, CI/CD, automation, code quality, and monitoring.
Manage project planning, resource allocation, risks, dependencies, and delivery timelines.
Provide executive-level reporting, communication, and governance updates to senior stakeholders.
Lead production incident management, root cause analysis, and continuous improvement initiatives.
Mentor, coach, and develop engineering teams while fostering a culture of accountability, collaboration, and innovation.
Support recruitment, onboarding, performance management, and career development activities.
Collaborate with global teams across business, operations, technology, compliance, and vendor organizations.
Must have
Experience:
14 to 16 years of strong hands-on experience in software engineering, application development, and enterprise technology delivery.
Minimum 5 years of experience leading engineering teams in a large-scale enterprise environment.
Proven experience delivering complex technology programs within Capital Markets, Investment Banking, Financial Services, or Compliance Technology domains.
Domain Knowledge:
Strong understanding of Communications Surveillance, Compliance Technology, Regulatory Technology, or Conduct Risk platforms.
Experience supporting monitoring of electronic communications including email, chat, collaboration tools, messaging platforms, and voice communications.
Good understanding of financial markets, trading environments, and regulatory compliance requirements.
Experience working with Compliance, Surveillance Operations, Legal, Audit, and Risk stakeholders.
Technical Skills:
Strong software engineering background with experience in enterprise-scale application development.
Experience with distributed systems, service-oriented architecture, APIs, microservices, and integration frameworks.
Strong understanding of application architecture, database technologies, and system design principles.
Experience with cloud technologies, containerization, and modern engineering practices.
Knowledge of DevOps, CI/CD pipelines, automation frameworks, monitoring, and observability tools.
Experience managing production support and critical incident resolution processes.
Leadership & Delivery:
Proven experience leading geographically distributed engineering teams.
Strong stakeholder management and communication skills with the ability to engage senior leadership.
Experience managing large-scale technology transformation and platform modernization initiatives.
Strong project delivery experience using Agile, Scrum, Kanban, and Waterfall methodologies.
Demonstrated ability to manage budgets, resources, risks, dependencies, and vendor engagements.

Exposure to Capital Markets surveillance, market abuse monitoring, trade surveillance, or compliance technology solutions.
